簡介

武則天(陳秀珠飾)憑著過人魄力將大唐改為大周，多年治國以來深信有能者居之，不避親疏，唯才是用。直至步入晚年，武則天開始為重立太子之事而大感煩惱。
　　
武則天對姪兒武承嗣(黎耀祥飾)甚為信任，卻清楚承嗣處事作風狠辣欠缺皇者風範，擔心承嗣將來成為暴君，有違她的治國之道，因此一直猶豫應否傳位給承嗣。

另一方面，親生兒子李顯(曹永廉飾)始終未能成材，在位時更因大言不慚觸怒武則天，繼而被廢除並貶為廬陵王...
